EUROPEAN COSMETIC PORTAL FOR PRODUCT NOTIFICATION CPNP

On January 11, 2012, the European Commission has launched a Portal for the Cosmetic Products Notification (CPNP), through which the cosmetic industry is given the presentation to the European Commission of information on cosmetic products that are placed in the market. 

On January 11, 2012, the European Commission launched a new portal for cosmetic products called CPNP, from its initials in English Cosmetic Products Notification Portal. The European Cosmetic Products Notification Portal is a one-stop system whose purpose is to enable the cosmetic industry to present to the European Commission information on the products it places on the European market. This information is crucial both for the toxicology centers, as they will be able to deal quickly with possible poisonings, as well as for the national authorities, which will be able to carry out a better market control. 

The CPNP is the result of two years of intense cooperation between the European Commission, the national competent authorities, toxicology centers and the industry, introducing a single interface for the cosmetic industry to present the product’s information they put on the market. The portal reduces the administrative burden of the industry, since it centralizes in a single point the national notifications currently existing in the different Member States. 

The portal is available in all the official languages of the European Union. Its use will be mandatory as of July 11, 2013, as a consequence of the implementation of Regulation (EC) No. 1223/2009 of the European Parliament and of the Council on cosmetic products and will completely replace national notifications. 

Who and what is subject to notification? 

Not only new products must be notified, but also all those that are currently on the market and will continue to be commercialized after July 11, 2013. 

Notification to the portal must be made by the person responsible for the cosmetic, introducing the information that appears in the application and that corresponds to the related in Article 13 of the Regulation, along with the labeling and the photograph of the container. Those distributors who market a cosmetic already marketed in another member state and translate or modify their labeling in order to comply with national legislation are also subject to notification. 

What advantages does the CPNP notification has? 

The companies that make their products’ notification to the CPNP don’t need to notify their national authorities. By being able to make this notification from January 11, 2012, you have more time to comply with the regulation, which will be mandatory from July 11, 2013.
